In order to have a common understanding, we often need to have a common terminology.

DFSG free
This is software that meets the Debian Free Software Guidelines and is able to be integrated directly into the main distribution of Debian and thus flow easily into Ubuntu. For discussion about what meets those guidelines, see http://www.debian.org/intro/free and http://www.debian.org/social_contract#guidelines.
Distribution
This is a technical term when in the context of a Debian-style repository. Three examples of distributions in this sense from the Ubuntu world would be hardy, hardy-updates, and hardy-security. In practice, any given installed system uses multiple distributions simultaneously.
Normal Users
includes both beginner users as well as highly educated, computer savvy users who are otherwise busy with other things and just need the packages to work for them to do their real job.
